Delmere was founded by Stuart, a financial services business leader with proven and extensive experience of building, launching and scaling products and services in regulated environments. Stuart is a hands on C-Suite executive, typically engaged to provide advisory, strategic and commercial support to clients looking to deliver and optimise financial services and payments propositions, distributed on a B2B or B2B2C basis.

1 | Launching a payment service

Launching and optimising eMoney, digital wallet and payment programmes can be challenging. With complex regulatory regimes, extended and critical supply chains and commercial business models with tight margins, many businesses have found that the process makes it difficult to deliver a Customer proposition that meets their initial objectives.

Stuart has held multiple FCA 'Approved Person' positions and can fulfil Consumer Duty 'Board Champion' responsibilities on Non Executive Director basis.

3 | Consumer Duty

If you're an FCA-regulated retail client services firm, you will already be well aware of the Consumer Duty introduced by the FCA. It has probably become a key feature of your regulatory and compliance obligations over the past year. Your obligations do not become less of a priority now that the Consumer Duty rules have been fully implemented. The FCA has reminded the market following concerns raised by their 'firm review', where just under half the firms reviewed had only partially implemented the Duty and required 'significant' work to comply with it.

4 | Open Eco-systems

All payment account providers in the UK and Europe are required to make their services available via Open Banking (via a dedicated interface available to third party app providers). We can provide you with guidance that will ensure you comply (meeting your minimum regulatory obligations) and compete (using your open banking capabilities to add further value to your Customer proposition.

We have significant experience in helping clients to meet their CoP (Confirmation of Payee) obligations and providing guidance to your Customers to reduce APP Fraud (Authorised Push Payment).
